Default Any idea whats wrong with this PA - Weird sound on start up

My PA system makes a strange sound on start up. I uploaded a video of it here: https://www.youtube.com/watch?v=9YUq-mm8U9w&feature=youtu.be

I tried to upload the video file to this forum but it won't go through. The PA makes a strange noise and then the red light blinks. It currently is not working with any of our mics. The mics work, as I tested them on another system we have. Thank you.
