Two site issues - registered card and delivery charge

First, my card is registered with the mastercard secure thingy. But it is maestro (which is clumped together with solo when you come to pay). Does this mean that when I go through with the order, I won't get the option to deliver to an alternative address? And on this note, why doesn't it tell you this is going to be the case *before* you have to confirm the order?

Also, why is the delivery charge flat rate? I want to order some cables which shouldn't cost hardly anything to post recorded delivery?
